What is the MCCA, and why does it exist?

According to the Michigan Office of Financial and Insurance Regulation (OFIR): The Michigan Catastrophic Claims Association (MCCA) is a private, nonprofit association that reimburses no-fault auto insurers for benefits that exceed $460,000, as of July 1, 2009. The MCCA was created by the legislature as a means of spreading costs across all Michigan motorists for providing unlimited personal injury protection benefits. Michigan is the only state that offers these benefits.
